Should i include the Database File in the Web Folder containing the .html files and upload?

If you place the database file in the web folder, you will need to provide a link on your web page for someone to download the database file.
For instance, you could put this line into your web page.

But, this will only allow people to download the file, or view it if they have MS Access on their computer.
If you wanted to have a database file where people can see and add to it and it is updated on your website you will need to do something different. I think you would need a different database, like MySQL on your website for people to do this. You would also need to have a form or similar for people to put the information they want into the form. Then you need to be able to update the database with the information. This gets technical though.
Without knowing what you want to do with the database file, as you have not said (explained) in your question, it is hard to say what to do so you can do what you want.
