If you don’t like freewebs, I would suggest www.ismywebsite.com. It was created by my friend and it offers much more in the likes of customizing. You should read up on it, but I highly recommend it.

If you are not looking for more basic professional business website, rather that a blog type to host photo albums and such, I would use officelive. Go to www.officelive.com and click create a free website. Within 5 minutes your generic website will be online and ready for you to customize. It is completely free with no credit cards involved and there are a lot of great tool and website builder. This gives you a branded officelive domain and site, but there are no annoying advertising banners or popups. They also have a special promotion on right now were you can get a FREE custom domain name for one year! Plus there are so many extras like free custom email accounts, reporting statistics, and Google search engine optimization (get your website ranked higher on google searches for specific keywords).

Simple. You can get a perfect website up by doing the following:

    1. Get an account at http://www.110mb.com/ – this will provide you with 110mb of free website hosting space and will also provide you with a sub domain such as example.110mb.com. You can host almost anything apart from child porn. There are options to install other pieces of software and such, it’s all very professional and FREE.

    2. Get yourself a proper free domain name from http://freedomain.co.nr/. This will provide you with a FREE domain name such as example.co.nr.

    Good luck with that,

Here is a review of the best free webhosting available right now:
    http://www.hostimatic.com/category/free-hosting/

Its has no advertising, free ftp, free mysql and all the features you could possibly need for a startup website, and should also have a 99% uptime (so they say). This is as good as you will get otherwise you will have to pay.

See here for the best web hosts of 2008: http://www.hostimatic.com/shared-hosting-2008/

If you are wanting to try something out before you go full stream with it, go with the free hosting, you have nothing to lose. If you are looking to make money or offer a service from your website i would go with paid shared hosting, my personal favourite being bluehost.
