I am a youth minister and not trained in any web editing, but I would like to create a cooler website for the teens. The church has a website and uses mambo to do all the editing and such. I just want to know if I can go to the teen’s section of our website and make that with iWeb.

Yes. iWeb is meant to publish on .Mac, but so long as you are willing to live without certain features, such as passwords, counters, etc., you should be fine.
You should be able to simply package up all your Web files and give them to your Web person; he should be able to publish them without incident.
That said, you might want to keep things simple, publish your pages to .Mac, and have them link to your pages from their Web site, and vice-versa.
