    I think you mean a domain for web hosters, not IP, unless you mean Intellectual properties, which makes no sense, lol. And an ISP often connects you to their own, in house network. If that’s not the case, then the ISP is either co-owned, or they pay a lease agreement to use the network structure in the area from the company that owns it.
